Some example scenarios to apply to this post: 1) If you order from Amazon, then cancel the order, are you a user of said cancelled product? 2) If you order food, then cancel the order, are you a consumer of the food? 3) If you rent a car, then cancel the rental, are you the user of the rented vehicle? 4) If you book an airline ticket, then cancel the booking, are you still traveling on said plane, or is the seat given to someone else?
